Sending Data to External Third Parties

Health Data Oversight Committee (HDOC)
UCLA Health faculty members may establish Third-Party Health Data Agreements with any for-profit or not-for-profit entity outside UCLA Health. The agreements allow faculty members to partner with third parties and share UCLA health data for projects that have the potential to improve human health and benefit society. The Health Data Oversight Committee (HDOC) provides governance on health data sharing with external entities.
Committee Responsibilities:
- Make recommendations to the Vice Chancellor, Health sciences on contracts involving health data with third parties by determining if a proposed relationship provides significant value to UCLA health and society
- Attention to the University’s unique responsibility and mission
- Justice
- Active Stewardship
- Trustworthiness and Patient Engagement
- Sharing Clinical Data outside the UC for Public Benefit
- Promote Alignment and Collaboration
- Ensure agreements meet the terms identified in the Third Party Health Data Agreements – Mandated Contract Terms
- Exercise oversight over process for agreement negotiation and approval
Study teams should be able to explain the amount of data, type of data, and the sources of data that will be shared and how that data will be used. The following documents should be submitted with your HDOC request:
- IRB approval or exemption notice
- Protocol that describes the project's objectives
- Informed Consent Form (if applicable)
- Case Report Forms or protocol Data Dictionary
- CIRC Letter (if applicable)
- Budget or justification for cost recovery exemption
